Japan, you intend to recommend that the vacancy at Shanghai shall be kept open for the present - so that, if desirable, the present Postmaster at Yokohama (Mr. Machado) may be transferred to Shanghai from his Office at Yokohama.
In the meantime, you state that the Office at Shanghai on the abolition can be temporarily conducted by the Head Clerk.
I am directed by the Postmaster General to inform you that the course which you propose to pursue, under existing circumstances, seems to His Lordship's very judicious. It is probable, that, at no distant date, the British Post Office at Yokohama will be withdrawn, and, in that case, the Postmaster will have to be provided for. It is well, therefore, that this should be borne in mind before any one is appointed to the vacancy at Shanghai.
